EMVS raffles off 378 affordable rental homes spread across 14 districts

The Madrid City Council, through the Municipal Housing and Land Company, has held a draw for 378 affordable rental homes, distributed across 14 districts of the capital. The event was presided over by the delegate for Housing Policy and president of EMVS Madrid, Álvaro González, who recalled that since 2019, the City Council has raffled off more than 4,500 homes under this model, 60% of which are newly built.

Of the total number of homes raffled, 199 (52%) are located in the district of Vicálvaro, specifically in the neighbourhood of El Cañaveral, where the municipal company is currently developing thirteen residential developments. This draw includes 196 homes corresponding to two of the new developments, Cañaveral 5 and Cañaveral 12, with a combined budget of €42.8 million, which includes the value of the land. Of this investment, €34.3 million comes from Madrid City Council and €8.5 million from the Next Generation European funds, within the framework of the agreement between the Ministry of Housing and Urban Agenda, the Community of Madrid and the City Council.

The rest of the homes allocated are distributed among Puente de Vallecas (77 homes, 20%), Villa de Vallecas (38, 10%), Villaverde (17), Centro (14), Usera (13), Carabanchel (8), Barajas (4), Latina (3), Arganzuela (1), Hortaleza (1), Ciudad Lineal (1), Tetuán (1) and Retiro (1).

The rental price for these developments will not exceed 30% of the household's income, in accordance with the access criteria established by the EMVS. In addition, nine out of ten newly built homes raffled off during this term of office have been allocated to young people and families with minor children, with the aim of facilitating their emancipation and access to affordable housing.

This is the third draw held in 2025, following the 310 flats awarded in April, bringing the total number of homes drawn during the current term of office to 2,047, of which 67% are newly built. Of the thirteen developments that the EMVS is carrying out in El Cañaveral, seven have already been completed and allocated, while the remaining six are in various stages of completion, with completion expected between the end of 2025 and the beginning of 2026.
