EMVS Madrid invests €40.3 million in a development comprising 164 homes

EMVS Madrid has completed the works on the Cañaveral 13 development, a project comprising 164 affordable public rental homes located in El Cañaveral, in the Vicálvaro district.

The development comprises 54 two-bedroom flats, six of which are adapted for people with reduced mobility; 98 three-bedroom flats, with a further two adapted; and 12 four-bedroom flats, according to data from EMVS Madrid. The complex also includes 246 parking spaces, 12 commercial premises and a storage room linked to all the flats. The ground floor houses the communal areas, arcades, entrance halls, facilities, the adapted flats, a children’s play area and landscaped gardens.

The total investment allocated to Cañaveral 13 amounts to €40,290,243, including the value of the land, as mentioned by the City Council. Of this amount, €35,790,243 has been contributed by Madrid City Council and €4.5 million comes from the European Union’s Next Generation funds, under the agreement signed between the Ministry of Housing and Urban Agenda, the Community of Madrid and Madrid City Council.

As for eligibility criteria, the rent will not exceed 30% of the household’s income, according to EMVS Madrid. The City Council estimates monthly rents will range from approximately €300 to €600. The scheme is aimed at young people and families with minor children with incomes of up to 3.5 times the IPREM (Public Multiple-Effect Income Indicator).

The building has an A energy rating and the homes feature cross-ventilation and aerothermal air conditioning for heating, cooling and domestic hot water. In the communal areas, the building incorporates rooftop solar panels, LED lighting with motion sensors and timed controls, and an automatic irrigation system that utilises rainwater.

With this development, EMVS Madrid has completed 1,078 affordable rental homes in El Cañaveral out of a total of 1,212 planned for this area, according to City Council data. 80% of these homes, that is, more than 1,000, will be allocated to young people and families with young children. Furthermore, 570 families already reside in this development.

Of the 13 public housing developments planned for El Cañaveral, the municipal company has already handed over six – namely Cañaveral 1, 2, 3, 4, 6 and 12 – whilst developments 5, 8 and 9 have already been allocated by lottery and will be handed over in the coming months, as stated by the municipal information. Developments 10 and 13 will be allocated by lottery before the summer, and the remaining two, 7 and 11, are in the final stages of construction. The City Council estimates that, over the course of the coming year, a further 640 families will gain access to housing in this Madrid neighbourhood.

Across the city as a whole, EMVS Madrid manages nearly 10,000 social housing units and has a further 5,700 at various stages of development, including 2,200 corresponding to the two phases of the Suma Vivienda Plan already underway, according to data from the Ministry of Housing and Urban Agenda’s Housing and Land Observatory cited by Madrid City Council.
