The Community of Madrid has launched tenders for the construction of 670 affordable homes in the capital, through the regional Social Housing Agency (AVS).
The three developments, aimed at households on limited incomes, will be located in Los Berrocales and the districts of Hortaleza and San Blas-Canillejas. They form part of the regional government’s plan to add 2,100 homes to the AVS housing stock during the current legislative term.
The number of homes planned across the three sites has been increased by 20% following the entry into force of new regional measures raising permitted building density and buildability on certain residential land.
As a result, the Los Berrocales scheme will comprise 154 homes, up from around 130 originally planned. The San Blas-Canillejas development will increase from 160 to 191 homes, while the Hortaleza sites will accommodate 325 homes, compared with 272 initially envisaged.
The developments will include one-, two- and three-bedroom homes, with one-bedroom units accounting for at least 30% of each scheme and three-bedroom homes capped at 10%.
The tenders are being structured through the transfer of surface rights for a 75-year period. Bids can be submitted until 3 November 2026, with eligibility subject to income requirements of up to 5.5 times the IPREM threshold.
The regional government estimates that its new planning framework could facilitate the development of up to 18,000 protected homes across Madrid.
