The Mayor of Madrid, José Luis Martínez-Almeida, has announced the tender for the second phase of the Suma Vivienda Plan, which provides for the construction of more than 600 affordable rental homes in the Los Ahijones and Los Berrocales developments in the Vicálvaro district.

According to the specifications published by the Municipal Housing and Land Company (EMVS Madrid), this phase includes 13 municipal plots, distributed in three lots, which will be used for the construction and management of affordable rental housing for a concessionary period of 70 years. Once this period has expired, the properties will become part of the municipal heritage.

With this second phase, the Suma Vivienda Plan will exceed the 2,200 units planned as a whole, adding to the 1,600 already promoted in the first stage of the programme. It is estimated that the new properties will accommodate around 1,600 residents, of which around 400 homes will be located in Los Ahijones and the rest in Los Berrocales.

The collaboration model provides for the winning companies to undertake the construction and subsequent operation of the homes, maintaining an affordable rental regime. Tenants will not spend more than 30% of their family income on rent, and Madrid residents whose income does not exceed 5.5 times the IPREM (Public Income Index) will be eligible for the homes, thus raising the threshold from the current limit of 3.5 times applied in the EMVS (Madrid Social Housing Company) offer.

The first phase of the Suma Vivienda Plan, currently underway, covers 27 municipal plots where more than 1,600 homes will be built, of which around 1,000 will be located in Los Berrocales and the rest in Los Ahijones. Its development will lead to the estimated creation of 24,000 jobs throughout the construction and lease management process.

With a portfolio of 9,400 public housing units, EMVS Madrid remains the leading developer of affordable rental housing in Spain, according to data from the Housing and Land Observatory of the Ministry of Housing and Urban Agenda. In 2024, the entity was responsible for three out of every ten affordable rental homes without the option to purchase built in the country, according to figures from the Ministry of Transport and Sustainable Mobility.
