Avalon Properties, the successful bidder and manager of the Madrid Regional Government's VIVE Plan through two concessionary companies, has completed a total of 3,412 homes in nine municipalities in the region, in partnership with Aedas Homes and Sanjose Constructora. The developments are part of the first batch of the regional affordable housing programme and are now almost complete.
The homes are distributed between Madrid-Valdebebas (773), Alcorcón (548), Alcalá de Henares (436), Móstoles (430), Getafe (372), Tres Cantos (354), Colmenar Viejo (282), Torrejón de Ardoz (137) and San Sebastián de los Reyes (80). With the delivery of the last two developments in Móstoles, totalling 300 units, the three companies have now completed more than 3,400 homes.
These developments, intended for rent-controlled rentals, will begin to welcome their first tenants in November 2025. Rents start at €538 per month, around 30% below the market average in southern Madrid.
The one-, two- and three-bedroom homes have a garage and storage room, as well as common areas with a swimming pool, gym, community room and children's play area. Both developments have obtained BREEAM Good certification.
The VIVE I Plan, developed under a public-private partnership model, has now reached a completion rate of close to 100% with these deliveries. Of the 23 projects awarded to Avalon Properties, SANJOSE Constructora and Aedas Homes — totalling 3,582 homes in ten municipalities — only one development in Torrelodones, with 170 units, remains pending, with delivery scheduled for 2026.
The developer is also participating in Plan VIVE III as the successful bidder for three additional projects with 944 affordable homes in Aranjuez, Navalcarnero and Villalbilla, all under construction and scheduled for completion in June 2026. In total, the company is collaborating in the development of more than 4,500 homes within this regional initiative.
