The Government of Asturias has reached an agreement with the region’s developers’ association to promote the construction of 400 protected homes in 2027, as part of a push to expand affordable housing supply.
The agreement, reached between the regional government and CAC-Asprocon, includes an update to the regulated price module for protected housing, increasing it by 3.7% from €2,124 to €2,202.59 per sqm of usable floor area. The revision, last approved in December 2022, is expected to be ratified through Asturias’ social dialogue process in early September.
Under the new framework, a protected three-bedroom home of more than 70 sqm will have a sale price of just over €150,000. Including a parking space and storage unit, the total price is expected to remain below €200,000.
To ensure the viability of new developments without passing rising construction costs on to buyers, the Principality of Asturias will provide €139.41 per sqm of built area in public funding, financed through the Spanish State Housing Plan. The contribution is intended to help cover higher material and labour costs, as well as additional requirements relating to construction quality, accessibility and energy efficiency.
The agreement also establishes that the homes will be protected in perpetuity under Asturias' future Housing Law, currently under consideration in the regional parliament. The measure is designed to ensure that the properties remain permanently dedicated to the public interest and affordable housing.
Ovidio Zapico, Asturias' councillor for territorial planning, urban development, housing and citizens' rights, said the agreement demonstrated the government's willingness to work with the private sector to address the region's housing needs.
The deal is expected to enter into force once ratified through the social dialogue process, allowing developers to begin advancing the agreed pipeline of 400 protected homes.
