Asprima condemns the failure to consult the sector on the housing decrees

Asprima has criticised the Spanish Government for failing to reach a consensus with or inform the sector in advance about the measures contained in the royal decrees on housing approved on 6 October. The Madrid Association of Property Developers (Asprima) reiterates its rejection of the package, which it considers an obstacle to the construction and financing of new developments.

According to a statement, the content was not agreed with any sectoral association – a lack of dialogue which, in its view, means the Government’s response is out of step with the needs of the residential property development sector. This position echoes the one it expressed prior to the parliamentary vote, when it called on MPs to reject the legislation due to its potential impact on the rental market.

The association argues that the priority must be to facilitate the release of land for development and to streamline administrative procedures, within a stable legal, fiscal and economic framework that encourages investment. These are the proposals it claims to have been putting forward to the authorities for years in order to increase the supply of new housing and reduce the imbalance with demand.

In light of these requests, it believes that the decrees will make it more difficult to secure the necessary resources to expand the housing stock. Its concern centres particularly on the rental sector, where it claims that the legal uncertainty it attributes to the measures is already leading to a withdrawal of capital earmarked for large property portfolios.

In its previous statement, Asprima linked the announcement of the package to the suspension of two transactions involving between 600 and 700 affordable rental homes in the Community of Madrid, under the provisions of Law 3/2024. It now insists that the difficulties in financing these developments would ultimately affect low-income households, by limiting the supply of housing to which they could gain access.
