Madrid City Council wants to digitalise town planning management

The head of the Urban Development Department, Mariano Fuentes, this morning signed the second BIM (Building Information Modelling) agreement with the Association of Real Estate Developers of Madrid (ASPRIMA), to speed up licensing deadlines and to "eliminate the invisible tax, those financial costs that are generated by administrative delays and that ultimately affect the price of housing", in the words of the delegate. The agreement, which will be valid for 6 months, extendable for another 6 months, is "another step forward in the innovation and digitalisation strategy being carried out by the Urban Development Department of the City Council of the capital", said Fuentes.

During the event, both the municipal technicians and the private sector have highlighted that among the main advantages of applying the BIM methodology are the optimisation of resources, the agility and reduction of processing times, the improvement of communication between the parties by having all the data available on the same platform, and greater legal certainty.

The BIM methodology is a form of collaborative work for project management based on a digital model that reduces execution costs, shortens design times and improves the quality of the work, of which the administration must be a part. In addition, Building Information Modelling (BIM) is an extraordinary source of data for the management of such a complex reality as the city. Its integration with corporate geographic information systems and with the electronic processing of administrative files is undoubtedly a qualitative leap that will facilitate the day-to-day work of both the public administration and private individuals.

An essential methodology for the challenges of 21st century Madrid

After the experience accumulated with the first BIM agreement, signed in 2020, and which was used as a pilot project in the Mahou-Calderón area, this second agreement will deepen the training of City Council technicians in these tools and will also be adapted to the new Ordinance on Licences and Responsible Declarations approved by the Consistory. It will be especially useful for the basic licence and the Urban Planning Feasibility Report, as it will analyse essential requirements such as buildability, position, volume and shape.

The implementation of the BIM methodology for the validation of parameters in the processing of licences will also be especially useful in the case of large developments such as Madrid Nuevo Norte or the developments in the Southeast.
